Who we are
TwoTen Consult is a technology product and advisory firm based in Dubai. We work with governments, international development organisations, and enterprises to design, build, and deploy technology that functions in the real world — not just in proof-of-concept environments.
We operate across two complementary areas: strategic advisory, where we bring CIO/CTO-level expertise to organisations navigating technology decisions, IT restructuring, and digital transformation; and product development, where we build and deploy purpose-built software tailored to the needs of the public sector and enterprise market.
Our products are built from real mandates. Every product in our portfolio was first deployed in response to a genuine need — a legislature needing a document portal, a government needing to train staff on new regulations, institutions needing to verify credentials that couldn't be forged. This means our products are tested, deployable, and grounded in operational reality.
We are deliberately lean. We work with a small core team and a network of specialist partners, which means our clients deal with the people who actually do the work — not account managers.
